Support communities affected by the Delhi violence in 2020

Hi all, in February 2020 the North East of Delhi saw widespread violence. The area is a primarily muslim dominated and resulted in the murder of 53 people, hundreds were injured and property was destroyed. People continue to live in makeshift spaces as they are fearful of or unable to re-enter their former homes. The responses from the Federal government (who control the police and thus law and order in the city) has been severely criticised as being apathetic and according to some reports implicit in the violence itself by allowing it to occur for days. The regional government of Delhi has stated that they are providing shelter and support to the survivors, however they have been criticised for depoliticising the issue and trying to tone down the communal aspect of the violence. At this point there are people who need support. After the violence there has been rain, which affected the makeshift housing that was provided and the spread of Covid19 and ensuing lockdown will lead to a deeper degradation of life for these survivors. Till Feb 23, 2020 these people had homes and lives, they had jobs and schools and mundane issues to thinks of. In a month and a half they have seen startling violence and murder, displacement, loss, homelessness, and a break in their economic and educational opportunities. They need the support of a larger community and this is where you can come in. I want to thank Sumedha Basu for putting these spaces of funding together:

To speak to our collective silences, the Karwan e Mohabbat — a Caravan of Love — was crafted as a journey of atonement, solidarity, conscience and justice...In this journey, members of the Karwan would try to help undertake many initiatives. 'Delhi is in the middle of intense communal violence. Over 50 people have died, hundreds injured and thousands affected. The worst affected localities are Maujpur, Gokulpuri, Shiv Vihar, Mustafabad and Khajuri Khas.

SEWA Delhi and SEWA Bharat are coordinating relief efforts in Rajeev Nagar, Mustafabad and Gokulpuri (as of now but this will expand as the violence abates), and appreciate any and all support you can provide. All donations will:
1. Directly go towards meeting immediate and emergent needs (food staples, sanitary needs, water, medicines).
2. Link survivors to government services such as compensation schemes, social security, death benefits and replacement of burnt/damaged documents.

xi. National Platform for the Rights of the Disabled raisng funds for disabled victims of the violence

The NPRD had given a call for volunteers to assist in making an assessment of the impact on disabled as also those who may have acquired an impairment leading to a disability consequent to the communal violence in Delhi in February end, 2020.

A few other disability rights organisations and activists had a meeting on March 3 and decided to work together in providing assistance, rehabilitation etc. A loose coordination amongst disability organizations was worked out to collectively respond to the needs of children and persons with disabilities as well as those who may acquire a disability as a result of the violence.

In the field visits conducted by our volunteers during the course of the past eight days, over thirty people, mostly those with a pre-existing condition have been identified who would be needing various forms of support. Two of them, who are hard of hearing have lost their hearing aids; a paraplegic person lost his wheelchair; one case of injury to spinal cord due to gunshot injury has been reported; two cases of damage to eyes and complete loss of sight has come to our knowledge; a few cases of loss of limb or disk injury leading to impairment and disability on account of jumping from higher floors to escape from fires lit by violent mobs have been brought to our notice.

Meanwhile, a wheel chair, thanks to Aastha was handed over to Mohd. Sameer, Mustafad, who had lost his wheelchair. Volunteers will be taking two persons for an audiometric assessment in a day or two to assess their hearing aid requirement, again thanks to Aastha. Persons facing mental trauma have been referred to the IHBAS. Other cases are also being attended to.

Let us bear in mind that while immediate care/relief may be provided, rehabilitation will be a long drawn process, especially for those who have acquired a disability in this communal violence. Apart from various adaptations that may have to be made in their personal life, both the person and their families will need counselling to comprehend the challenges and make the adaptations in physical infrastructure within their homes, acquisition of skills for employment, medical needs, as also to be prepared mentally, etc. It is a long drawn process involving various agencies.

We thank all those who have been liberal with their donations and to the volunteers who have worked tirelessly. But we need more volunteers and plenty of funds. Please assist us in our efforts, wholeheartedly.

The Operating Model:  The initial plan is the trial pilot for Delhi. We are trying to identify a reputed Organisation (NGO) which has the passion and the wherewithal, to be able to carry out the food (and medicines) to help us with the last mile distribution in these areas.
The local administration (local municipal authorities) will need to roped in to provide help in identifying BPL beneficiaries,  who will help us identify the right people to be able to cater to in a meaningful manner.

We are conscious of the risk exposure to those who will rush to collect the food (and medicines) for which we will have to maintain social distancing rules, the local laws (if Section 144 has been imposed). In this endeavor we will need the local administration’s permission to operate with these zones.  More importantly we will also need to Police support for helping this initiative reach its objective, without any impediment.

Virus does not differentiate but the poor living conditions, lack of social support and less access to the information related to COVID19 can potentially contribute to more serious problems and worsen the existing challenges. Majority of the homeless suffers from the health issues due to lack of access to health, food and other basic amenities which increases the negative coping strategies making them more vulnerable and prone to be infected very easily by COVID-19.

As we know that precaution is the only prevention from the COVID-19. With your support and our effort ensure that the homeless people living in the open on street and in the shelter should get at least two meals and do not sleep hungry; or else they will be at high risk of adverse impact from the crisis. 

The support will be through supplies of dry ration along with Hygiene kit to each homeless individual for two months to safeguard themselves during the outbreak and the nationwide lockdown. Disinfection of the shelter, awareness raising and general hygiene promotions and ensuring people have access to relevant and accurate information on the diseases to educate and sensitize the homeless on the prevention from COVID’19. 

IGSSS strongly believe in “Leave No One behind” and through its work and action strives to reach the most needy and vulnerable communities to alleviate human suffering arising out of Pandemic. 'Covid Relief response team is made up of volunteers from across Delhi. This team will collate the details of those who need financial support due to wage loss related to Covid. 

All expenditures and list of beneficiaries will be posted transparently in the "UPDATE" section on this page.

In these times of COVID-19 Pandemic, we are advised by the government and the media to work from home, avoid crowds and maintain a safe distance from others to prevent the spread of Corona virus. As we stalk up on a month of ration and continue to get paid leaves - let us not forget that a large section of our society is devoid of these luxuries. For those in the unorganized sector, staying off work could mean having no food on table for several days.

5. Delhi Waste Pickers (PAIGAM and Basti Suraksha Manch)

'We are living through a global humanitarian crisis inflicted by the COVID-19 virus (Corona) of a magnitude that has very few historical parallels. In such times, especially in countries with high population densities and even higher levels of social, economic, political and class inequalities like India, it is tragic that it has become reflexive to forget the most vulnerable. One such vital vulnerable community, among the vast multitudes of communities that constitute the true spine of the Indian economy, is the waste pickers community.

As a starting point, we are working with the communities of New Seemapuri, Jahangirpuri and other areas of Delhi, where waste pickers forge their livelihood by processing that which the society deems as refuse. In times of unprecedented crisis, vulnerable communities like the waste pickers are the first to be forgotten. 

So far, no concrete steps have been taken by anyone to even provide the most basic levels of security to the waste pickers, without whose continued daily efforts the city cannot function.

PAIGAM (People’s Association In Grassroots Action and Movements), in partnership with Basti Suraksha Manch's community leaders like Sheikh Akbar Ali, who lives in New Seemapuri and has been a community organizer for more than two decades, is trying to take the following steps
  1. Provide a safety kit to each waste picker in New Seemapuri that will consist of a mask and a hand sanitizer. 
  2. Immediate minimum income support for the waste pickers to compensate for their loss of livelihood
  3. Advocating with the community for their right to livelihood and for their just, equal and dignified participation in the society.

'UMEED:Emergency Help 12000 families & migrants of Delhi fight COVID19Our goal is to immediately help the 12000 hungry families and 3000+ homeless families struggling for their basic survival during the pandemic and lockdown caused by CORONAVIRUS. 
Immediate Relief by providing the families with enough relief kits for survivaland means to socially distance to prevent major COVID19 outbreak as directed by the government. These families are now left with no homes, jobs and funds for basic survival - food, shelter, sanitation, medicine and Coronavirus precautions.

The cost for 1 Relief Kit for 1 family to sustain them for 3 weeks is Rs. 1650 and for 12000 families the total cost will be Rs. 2CR. 
We request you to generously donate for this immediate cause. All the donations will be tracked and reported with complete transparency.

9. Waste Warriors (Dehradun)


'THE PROBLEM: With the massive negative impact of the Coronavirus and the spread of COVID-19, Waste Warriors is committed to providing support and relief to communities of waste pickers and those in the informal waste sector. These families and their breadwinners will be hit very hard by this crisis and the lockdown. There are countless waste workers for whom staying at home means a fate worse than isolation. It will very soon mean no income, little food, and worsening hygiene. These neglected communities need our support, now more than ever, because staying at home is the hardest of their options. They rely heavily on basic income earned from daily wages or sale of recyclables. But their risk of contracting COVID-19 from waste is also very high.

OUR SOLUTION: We are setting up a relief fund to distribute kits for food rations, hygiene, and safety for around 600 waste workers. We are already in positive discussions with many stakeholders and authorities to provide these kits, which will include 1) Dry food rations, 2) Masks, 3) Sanitising items, 4) Soap, and 5) Gloves. We will also provide training on how to properly use these items, a step we've already taken with our own formally employed Green Workers who have been assured paid leave and are now safe at home. We will be working closely with the authorities to ensure the safe distribution of these kits.














THE IMPACT: Mitigating the spread of COVID-19 amongst these underserved and neglected communities is vital. The food rations will greatly help in this stressful time to feed themselves and their families in this time of little or no income. The hygiene and sanitation kits and basic training on how to use them will ensure that they will be able to use these basic personal protective equipment like masks and gloves when they feel obligated to continue to work to collect recyclables. The sanitizing items will ensure that they are able to keep their hands and feet clean to prevent the spread of the virus after coming into contact with fomites, i.e, infected surfaces. These surfaces can include items which they regularly collect like plastic, cardboard, and metal, as well as the items they have a high chance of touching like improperly disposed of used masks, tissues, wipes, and medical waste.'
